President wanted. That has been the condition of the

Nationalist Government since its establishment? To put it

briefly, it is subject to the oppression of a special alien

influence, and has not been able to execute its functions.

In other word it has not been allowed to carry out the

principles, policies and constitution of our Kuomintang, and

of late its position has grown from bad to worse.

Now our

National Revolutionary soldiers and all our masses in China

have made a demand that Nanking should be made our Capital,

for this was the plan of our late President during the

(first) Revolution. After the recent elimination of the

Communists in the South-East, the Council of the Nationalist

Government, the Central Executive Committee, and the Central

Inspectorate, had an opportunity which enabled them freely to reveal all the wrong actions which have been carried out during the past two years in our Kuomintang, contrary to the principles of our Party and the constitution and policies

enunciated by our President. Therefore the Central Inspectorate has published all the facts as to how our Kuomintang and Government have been oppressed and cheated,

how our Nationalist Government has not been able to carry

out its functions, and how it has been made a puppet.

Of late the Central Inspectorate has issued to the

Central Executive Committee and the Council of the Nationalist Government a warning that the Central Executive Committee and the Government in Wuhan have betrayed our Kuomintang and acted against the "Three Aspects of Democracy" the discipline of our Kuomintang, and the constitution and policies of our late President. Why do you members of the Central Executive Committee still remain there and not come

forth quickly to execute your functions with liberty? Now the Central Executive Committee has received warning from
